（一）企业为合法经营的独立法人公司，未有中国境内及境外严重违法记录。
(1) The enterprise is an independent legal entity company that operates legally and has no record of serious violations of laws within and outside China.
（二）企业在临高金牌港开发区内注册。
(2) Enterprises are registered in the Jinpai Port Development Zone in Lingao.
（三）企业注册实缴资本金不低于2000万元人民币。
(3) The paid-in capital of the enterprise for registration shall not be less than 20 million yuan.
（四）企业入园项目应符合国家产业政策以及安全生产、环境保护、产业布局、集约用地等要求，且属于新型建筑产业（装配式建筑）、海洋装备制造产业、粮油加工物流产业。
(4) The projects from the enterprise for entering the park shall comply with the national industrial policy and the requirements of safety production, environmental protection, industrial layout, intensive land use, etc., and belong to the new-type building industry (prefabricated buildings), marine equipment manufacturing industry, grain and oil processing and logistics industry.
（五）企业入园项目应符合《海南自由贸易港鼓励类产业目录（2020年本）》，且同时符合《临高县产业发展规划（2021-2035）》和《临高金牌港开发区“十四五”发展规划（2021-2025年）》。
(5) The projects of enterprises for entering the park should conform to the List of Encouraged Industries of Hainan Free Trade Port (2020 Edition), as well as the Industrial Development Plan of Lingao County (2021-2035) and the 14th Five-year Development Plan of Lingao Jinpai Port Development Zone (2021-2025).
（六）国家发布的《产业结构调整指导目录（2019年本）》（如有更新版本，以最新版本为准）中限制类和淘汰类项目、列入《海南自由贸易港外商投资准入特别管理措施（负面清单）（2020年版）》的项目、清洁生产水平达不到国内先进水平的项目、法律法规和相关国家、海南省政策明令禁止的落后产能项目、水污染型项目、产生铅、铬、镍、汞、镉等重金属污染物排放的产业项目以及不符合园区产业定位的项目原则上不予准入。
(6) Industrial projects that discharge heavy metal pollutants such as Lead, chromium, nickel, mercury, cadmium and those that do not conform to the industrial orientation of the park, that are limited or eliminated in the Guidance Catalogue for Industrial Structure Adjustment (2019 Edition) issued by the State (if this edition is updated, it will be subject to the latest version), that are included in Special Administrative Measures for Foreign Investment Access in Hainan Free Trade Port (Negative List) (2020 Edition), projects whose clean production levels do not reach the domestic advanced level, backward production capacity projects and water-polluting projects explicitly prohibited by laws and regulations and relevant national and Hainan provincial policies will not be allowed to access in principle.
（七）企业已有成熟的管理模式，有成熟的产品、研发、销售管理经验。
(7) The enterprise has a mature management model and has mature experience in product, research and development and sales management.
（八）对于新型建筑产业（装配式建筑）、海洋装备、制造产业、粮油加工物流产业的国内外研发、设计机构及高等院校研究实验室、产业员工培训、产业电子交易平台、产业会展等相关项目不受上述前七条基本条件约束，一事一议。
(8) Related projects for the domestic and foreign research and development of new-type building industry (prefabricated building), marine equipment manufacturing industry, grain and oil processing and logistics industry, design institutions and research laboratories of higher education institutions, industrial employee training, industrial electronic trading platform, industrial exhibition, etc. are not subject to the first seven basic requirements above, they will be discussed for their own case’s sake.
