2020年11月17日，时任海南省省长沈晓明到临高调研时提出，要重点聚焦金牌港（海港）、儋州加来机场（空港）“两个项目”和热带高效农业、海洋渔业“两个产业”来谋划发展。抢抓海南自贸港建设重大机遇，进一步解放思想、敢闯敢试、大胆创新，坚决扛起推动海南自贸港建设的临高担当，实现经济社会高质量发展。另外，海南省“十四五”综合交通运输规划中提到，加快建设产业大港，围绕装配式建筑、绿色建筑、建筑节能等发展需求，推进临高金牌港建设，并将临高金牌港建设作为西部陆海新通道重点建设项目。

It also needed to seize the major opportunities for the construction of Hainan Free Trade Port, further emancipate the mind, dare to try, boldly innovate, and resolutely take on the high responsibility of promoting the construction of Hainan Free Trade Port, so as to achieve high-quality economic and social development. In addition, Hainan Province's "14th Five-Year" comprehensive transportation plan mentioned that the construction of a large industrial port would be accelerated, and the construction of the Lingao Jinpai Port would be promoted around the development needs of prefabricated buildings, green buildings, and energy saving building. Lingao Jinpai Port would be built as a key construction project of the new western land-sea passage.
