2022年4月29日，中共海南省委办公厅发布通知（琼厅字【2022】18 号），明确将临高金牌港开发区单独作为自由贸易港重点园区管理， 享受自由贸易港重点园区政策。同时，金牌港开发区位于老城经济开 发区和洋浦经济开发区以及洋浦港和海口港之间，易于接受两区两 港的辐射带动，具有明显的经济和地理区位及区域辐射优势。
On April 29, 2022, the General Office of the Hainan Provincial Committee of the Communist Party of China issued a notice (Qiong Office [2022] No. 18), specifying that the Lingao Jinpai Port Development Zone will be managed as a key free trade port park and enjoy the policy of a key free trade port park. At the same time, located between Economic Development Zone of the Old Town and Yangpu Economic Development Zone, as well as Yangpu Port and Haikou Port, Jinpai Port Development Zone is easy to accept the radiation of two districts and two ports and has obvious economic and geographical location and regional radiation advantages.
金牌港为天然深水港，海域水深湾阔无淤，岸滩稳定，深水岸线长，适 于建造深水泊位群。金牌港规划共形成码头岸线4775m，规划为东 港区和西港区，共布置18个0.3-7万吨级泊位，规划码头年通过能力： 散杂货1680万吨+车辆200万辆+1000万人，陆域面积约350万㎡（约 5250亩）。
Jinpai Port is a natural deep-water port with wide bays without silt, stable shorelines, and long coastlines, making it suitable for building deep-water berth groups. The Jinjin Port is planned to form a quayside shoreline of 4,775 m. It can be divided to be the East Port Area and the West Port Area with a total of 18 0.3-70,000-ton berths. The planned annual throughput capacity of the terminal: 16.8 million tons of bulk cargo and 2 million vehicles and 10 million people , the land area is about 3.5 million square meters (about 5,250 mu).
金牌港开发区总规划面积为20.08平方公里，开发区范围内地形平 坦、坡度小，大多是旱地、荒地，有少量的水田和种植地；现状自然村 庄数量少、规模小，土地资源相对充裕，具备加快开发建设的土地要 素保障条件。
The total planned area of Jinpai Port Development Zone is 20.08 square kilometers. The terrain within the development zone is flat and the slope gentle. Most land is dry and wasted with a small amount of paddy fields and planting land. At present, the natural villages are small in number and scale, so the land resources are relatively abundant, guaranteeing conditions for land factor to speed up development and construction.
目前金牌港开发区已进驻新型建筑产业企业近30余家，部分企业已 投产运营，多为头部央国企和实力民企，初步形成装配式建筑产业集 群；在游艇制造产业方面，已进驻荷兰巴克游艇、台湾嘉信游艇、湖南 海荃游艇、宁德未来船艇、千帆瀚海游艇、海南睿帆游艇等知名游艇 企业，游艇产业逐渐起步。
Currently, more than 30 new building industry companies have settled in Jinpai Port Development Zone, with some already in operation. These companies include leading central state-owned enterprises and strong private enterprises, forming a preliminary cluster in the prefabricated building industry. In the yacht manufacturing industry, renowned yacht companies such as Bak Yacht from the Netherlands, Jiaxin Yacht from Taiwan, Haiquan Yacht from Hu’nan, Future Shipbuilding from Ningde, Qianfan Hanhai Yacht, and Ruifan Yacht from Hainan have also settled in the zone. The yacht industry is gradually taking off.
政府将投资逾250多亿元逐步完善园区内基础配套设施及公共服务 设施的开发建设，包括但不限于新建市政道路及现有道路扩展工程、 园区港口码头基础设施综合工程、园区污水处理厂建设工程、园区综 合服务中心工程、园区垃圾转运站、产业园未来社区等项目均已加快 推进。
The government will invest more than 25 billion yuan to gradually improve the development and construction of basic supporting facilities and public service facilities in the park, including but not limited to new municipal roads and existing road expansion projects. Comprehensive port and dock infrastructure projects, construction of sewage treatment plants in the park, the comprehensive service center project for the park, the garbage transfer station, and the future community of the industrial park have all been accelerated.
开发区成立“跑腿办企业服务中心”，提供从企业入园到投产运营的 一站式服务，跑腿专员主动上门、靠前服务，降低企业开办成本，提高 项目推进效率，真正树立了“企业办事少跑腿、政府跑腿帮忙办”的 “金牌营商环境”。
