It was approved as a provincial-level economic development zone by the National Development and Reform Commission and officially named the Jinpai Port Economic Development Zone.
2017年12月，海南省人民政府印发《关于大力发展装配式建筑的实施意见》，2019年，省委省政府提出在金牌港重点发展装配式建筑产业。
In December 2017, Hainan Provincial People's Government issued the "Implementation Opinions on Vigorously Developing Prefabricated Buildings". In 2019, the provincial party committee and the provincial government proposed to focus on the development of the prefabricated building industry in Jinpai Port.
2020年5月，省政府加快推进装配式建筑发展，明确装配式建筑部品部件的新增产能原则上应统筹集中布局到临高金牌港开发区，从政策层面上支持金牌港开发区建设。
In May 2020, the provincial government accelerated the development of prefabricated buildings, clarified that the new production capacity of prefabri- cated building components should be deployed in a centralized manner in Lingao Jinpai Port Development Zone in principle, and supported the construction of Jinpai Port Development Zone with policies.
2020年6月，编制了园区产业规划和起步区5.58平方公里的控制性详细规划，明确了园区三大主导产业：新型建筑产业、海洋装备制造产业、粮油加工物流产业。
In June 2020, the industrial planning of the park and the detailed control plan for the starting area of 5.58 square kilometers were drawn up.Three leading industries of the park were clarified: new construction industry, marine equipment manufacturing industry, grain and oil processing and logistics industry.
2020年11月，时任海南省省长沈晓明调研金牌港时提出，“省委、省政府把装配式建筑当做是国家生态文明试验区建设的标志性项目，并决定在金牌港经济开发区规划发展以装配式建筑为主体，集研发、设计、展示、培训、交易、制造基地相结合的新型建筑产业。”
In November 2020, Shen Xiaoming, then governor of Hainan Province, proposed when investigating Jingjin Port that "the provincial Party committee and the provincial government regard prefabricated buildings as a landmark project in the construction of the national ecological civilization pilot zone, and decided to plan and develop a new construction industry in Jinpai Port Economic Development Zone with prefabricated buildings as the main body and integrating research and development, design, exhibition, training, trading and manufacturing bases.
2021年4月，时任海南省省长冯飞到金牌港园区调研时指出，园区的建设开发模式是核心问题，强调要撬动社会资本，要选择有实力的、有长远打算的、有和产业定位高度契合并能起到引领作用的企业作为开发主体，还提出以后产业规划的时候，首先要把港口建设起来，金牌港的产业规划，产业和港口优势要结合起来。
In April 2021, Feng Fei, the former Governor of Hainan Province, highlighted during his research visit to Jinpai Port Industrial Park that the core issue lies in the construction and development model of the park. He emphasized the need to mobilize social capital and choose enterprises that possess strength, long-term vision, high compatibility with the industrial positioning, and the ability to lead as the main developers. Furthermore, he proposed that in future industrial planning, the priority should be given to the construction of the port. The industrial planning of Jinpai Port Port should emphasize the integration of industry and port advantages.
2021年5月，根据《海南省产业园区有关问题解决细化方案》的责权利定位，明确临高县政府承担金牌港开发区开发建设、运营主体责任。
In May 2021, according to the responsibilities and rights positioning of the "Resolution Plan for Relevant Problems of Industrial Parks in Hainan Province", it was clarified that the Lingao County Government would assume the main responsibility for the development, construction and operation of JInpai Port Development Zone.
2021年12月17日，海南金发园区开发管理有限公司注册成立，负责临高金牌港开发区的招商引资、运营管理、产业发展、制度创新、投资促进、企业服务等开发建设工作。

2022年4月29日，中共海南省委办公厅发布通知，明确将临高金牌港开发区单独作为自由贸易港重点园区管理，享受自由贸易港重点园区政策。
On April 29, 2022, the General Office of the Hainan Provincial Party Committee of the Communist Party of China issued a notice stating that the Lingao Jinpai Port Development Zone would be managed separately as a key free trade port park and enjoy the policy of a key free trade port park.
2023年6月24日，省长刘小明在金牌港开发区调研时指出，要求优化园区开发建设，完善基础设施和公共服务，集中力量开展招商引资，精准对接科研院所和龙头企业，打造集设计、咨询、建设、交易等功能于一体的装配式建筑全产业链，在绿色低碳发展、“港产城”融合发展上取得新进展。
On June 24, 2023, during his research visit to the Jinpai Port Development Zone, Governor Liu Xiaoming pointed out the need to optimize the development and construction of the park, improve infrastructure and public services, concentrate efforts on attracting investment, and establish precise connections with research institutes and leading enterprises. The goal is to create a complete industrial chain of prefabricated building that integrates functions such as design, consulting, construction, and trading. Furthermore, new progress is to be achieved in green and low-carbon development and the integration of ‘Port, Industry, and City’.
2023年7月7日，省委书记冯飞在临高县调研经济社会发展情况，他肯定了临高在装配式建筑产业、优化营商环境等方面取得的成绩，并强调要抓住金牌港开发区这一推动临高经济社会高质量发展的“牛鼻子”，明晰金牌港在全省港口群中的发展定位，加快推进港口基础设施建设，大力发展临港经济，做大园区经济体量，切实把园区打造成高质量发展主阵地。
